As host of UN COP28 climate talks, the autocratic UAE is now allowing in critics it once kept out

As host of UN COP28 climate talks, the autocratic UAE is now allowing in critics it once kept out

DUBAI, United Arab Emirates (AP) — As participants at the United Nations’ COP28 climate talks filed in Sunday for another day of talks, they found themselves greeted by a rare sight in the United Arab Emirates — a protest. From activism about the Israel-Hamas war to environmental issues, activists allowed into the UAE can demonstrate under strict guidelines in this autocratic nation. Others from organizations long banned by the country also have been let in, providing them some the opportunity for the first time in over a decade to offer criticism — though many acknowledge it may see them never allowed back in the country. The UAE, a federation of seven sheikhdoms led by Abu Dhabi’s ruler, bans political parties and labor unions. All power rests in each emirate’s hereditary ruler. Br...
India had been riding a geopolitical high. But it comes to the UN with a mess on its hands

India had been riding a geopolitical high. But it comes to the UN with a mess on its hands

NEW DELHI (AP) — The Group of 20 Summit, hosted by India earlier this month, couldn’t have gone better for Prime Minister Narendra Modi. His pledge to make the African Union a permanent member became reality. And under his leadership, the fractured grouping signed off on a final statement. It was seen as a foreign policy triumph for Modi and set the tone for India as a great emerging power. Foreign Minister Subrahmanyam Jaishankar was expected to seize on India’s geopolitical high in his speech at the United Nations on Tuesday. But circumstances have changed — quite abruptly — and India comes to the General Assembly podium with a diplomatic mess on its hands. On Monday, Canadian leader Justin Trudeau made a shocking claim: India may have been involved in the killing of a Sikh Canadia...
Behind all the speechmaking at the UN lies a basic, unspoken question: Is the world governable?

Behind all the speechmaking at the UN lies a basic, unspoken question: Is the world governable?

UNITED NATIONS (AP) — Work together. Go it alone. The apocalypse is at hand. But the future can be bright. The squabbles never cease, yet here are human beings from all across the world — hashing out conflicts with words and processes, convening under one roof, trying to write the next chapter of a common dream. At the United Nations, “multilateralism” is always the goal. Yet so is the quest for a coherent storyline that unites all 193 member states and their ideas. Those two holy grails often find themselves at odds when leaders gather each September at the United Nations — a construct whose very name can be a two-word contradiction. You hear a lot about “the narrative” these days in politics (and everywhere else). It’s a way to punch through the static and make sure people are abso...
The spotlight is on Ukraine at UN leaders’ gathering, but is there room for other global priorities?

The spotlight is on Ukraine at UN leaders’ gathering, but is there room for other global priorities?

UNITED NATIONS (AP) — The war in Ukraine and its visiting president take center stage at the United Nations this week, but developing countries will be vying for the spotlight as well as they push for faster action on poverty and inequality at the first full-on meeting of world leaders since the COVID-19 pandemic disrupted travel three years ago. The annual meeting at the U.N. General Assembly takes place at a polarizing and divisive juncture in history — the most fraught and dangerous since the Cold War, according to many analysts and diplomats. They point to Russia’s invasion of Ukraine in February 2022, which upended already difficult relations among major powers as well as the ongoing impact of the pandemic, high food prices, the worsening climate emergency, escalating conflicts,...
